Respected Members, Ur views!!!
Dear members, as we have a good number of people who've gone about introducing ourselves in the previous topic of discussion, lets now get down and chart some progress before the council actually begins. At least we'll be able to have an idea of our allies and 'foes'. Lol. So lets have a discussion out here delegates!!! Let us pour in our ideas and get to know what is the mindset our council is, this will actually help us in our preparation for the council better. Hoping everyone will contribute for the same.

Well, in my country, the Peruvian Republic, we are heavily infested by Coca cultivations, and there are a few rebel groups in the interior regions of our country that take advantage of our government's incapability to penetrate the thickest of jungles. These rebels harbour in the thicknesses, befriend our villagers, and in turn, turn them against us. We also face a few problems from Cocaine cultivations moving into our country from neighbouring ones, due to eviction enforced on them there!!! Wat abt yours, delegate of India???

That really poses some difficulty for your government.
My country, the Republic of India, is infested with numerous terrorist cells operating in our ccountry. The sheer size of our country makes it difficult to eliminate these terrorist organizations in our country. However, we are firm in our stand against terrorism. Though not directly involved in the Narcotics portion of Narco-Terrorism, we are the world's largest producers of legal opium, however, some of it, does fall in to the wrong hands. We too are a part of the hwala system of drug money laudering. Therefore, in line with our foreign policy and our adamant stand against terrorism, we are looking for a solution that can help eliminate terrorism as a whole. I am sure that we would not want history to repeat itself such as the Mumbai bombings and terrorist attacks on the members of our parliment. Anyone else shares our same opinion on terrorism?

Hi everyone!
Thanks to the delegations of Peru and India for sharing more about their country's stand on narco-terrorism! Just thought I'd take the chance to share about the International Opium Commission (IOC) and its policies.
As an international body with no vested interests, the IOC is dedicated to seeking out the most efficient and feasible solutions regarding opium trade and taking the necessary steps to implement them. As an impartial global authority, the IOC will not unnecessarily compromise our stance on issues related to narco-terrorism to please any particular nation. As an objective participant in the discussions of the Security Council 1, the IOC is willing to mediate between conflicting nations fairly so as to achieve the adoption an effective resolution ratified by all member nations involved. However, the IOC will not limit itself to merely discussing the opium trade as solutions which successfully reduce the trade of other narcotics, such as cocaine, can also be applied to the opium trade, and vice versa.
Looking forward to a great experience at NTU MUN! =)

Respected member of the IOC, it is indeed heartening to understand that an organisation herein with no vested interests is so willing to co operate to end the illicit trafficking and trading of narcotics. It will always be in the bitter interests of not only our country, but the others too to be bale to work on par with you to help reach a suitable conclusion.
Besides, we would also like to thank the Indian delegation for putting forth your views and thereby helping in the progression of discussion in the forum.
It would be really great if there were more countries that were to post here and express their views on the same. Looking for a more interactive discussion...

As the topic at hand is rather new, the Russian Federation thinks that it'll be great for all if us if the scope was defined clearly to easily facilitate discussion. (:
Narco-Terrorism was coined as terrorist attacks against the Peruvian anti-narcotics police and now includes terrorist groups who use the drug trade to finance terrorist activities, manufacture, cultivate, transport or distribute narcotics illegally. According to ever-reliable Wikipedia (;D), it is "the attempts of narcotics traffickers to influence the policies of a government or a society through violence and intimidation, and to hinder the enforcement of the law and the administration of justice by the systematic threat or use of such violence".
Basically, Narco-Terrorism involves violent activities by those involved in the illegal drug trade to go around the laws enforced against their activities.
The Russian Federation has thus taken an active stance. A party of the UN Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, President Putin also established the Russian State Committee for Control over the Illegal Trafficking of Narcotics and Psychotropic Substances. We have existing bilateral ties with the USA in the U.S.-Russian Counterterrorism Working Group, and led efforts in strengthening narcotics interdiction and encouraging cross-border law enforcement cooperation in the region bilaterally, through the U.N. Drug Control Program and other international structures. We feel that the delegates' of USA's views are invaluable in this debate, and it'll be awesome if we could hear from them.
Due to the success of these cooperative measures, the delegation of the Russian Federation would like to suggest bilateral ties be formed, especially between bordering countries, giving rise to intelligence-sharing that allows governments to be aware and better-prepared for terrorist-orientated attacks, giving way to multi-lateral intelligence sharing in the bigger picture.
The Russian Federation is open to any delegation who shares a zero-tolerance view to the problem of Narco-Terrorism and would like to share their views and ideas that may be merged into a successful resolution. (:

The Islamic Republic of Afghan has implemented such measures and are well on their way to combat narcoterrorism. So give us your support in the upcoming council wont you =))
As already highlighted in our position papers(a.k.a. PP),
-92% of opium is produced locally, our impoverished nation is victim to these organisations basing operations here and have gradually won support of the local population due to the governments failure to provide them w a better future.
thus many leading terrorist organisations are financially dependent on our nation. Although money laundering may be done elsewhere, their roots are still here in Afghanistan.
How to help (further details in PP):
-our strengthening government requires your utmost support at this very critical moment to equip local police, military, as well as crop eradication coupled with economic restructuring
-burgeoning ties with neighbouring heavyweights on narcoterrorism issues such as Iran and Pakistan to counter-narcoterrorism (The Triangular Initiative) have taken off beautifully. this should be encouraged and supported. initiatives and methods to better facillitate this is encouraged.
-afghan-NATO efforts have been a resounding success. we will require NATO nations who have not commited to withdraw their stand on making "contributions temporary and voluntary"
Current efforts in this effective solution on the part of the world seem half-hearted. Countries other than US need to contribute more. (see position paper)
With 1) main cash crops crippled,
2) a strengthened intelligence network that has already picked up some steam
3) regional cooperation
4) destabilising the main foothold of major terrorist networks (by stabilising our nation)
5) winning local support
a crackdown will be effective as the terror networks struggle to find a new source of funding while their base of operations become destabilised and their networks are disrupted.
In light of such unprecedented cooperation and progress, as terrorist groups struggle to shift their base of operations and have their funds cut off, any other measures will be rendered more effective than ever before. Our policy, better highlighted in our position paper, will cripple major terrorist groups and their links, pathing the way to finally stoppering this cocktail of mayhem.

It is indeed commendable on the Russian delegation's point that some valuable discussion will be made here should the American delegation be willing to part with its views on this forum.
Now, coming to the idea of bilateral relations, fyi, the USA has been having bilateral relations with all the Cocaine producing nations in South America, including Bolivia, Ecuador, Colombia and Peru. Mexico, though not a producer, but a country heavily affected by the drug trade has too, been involved in such trade relations with the USA.
Besides, it would be highly appreciable if Afghanistan and Russia do increase their trade, but care must also be seen to note the fact that in doing so, the existing pro- Westren administration does agree to the same. Russia must try and concentrate to have more bilateral trade relations with countries in the South American region, like ours.
