Dear all,

Indeed the lack of international codification undermines the effectiveness of many well planned actions that the WHO have proposed. I would see the difficulty ensuring legal enforcement as one of the primary reason behind the lack of international codification.

The revision of the International Health Regulations (IHR) in 2005 is heading towards the right direction towards international codification, but more work have to be done to address the current lapse both at the macro and micro level.

To prevent more unnecessary deaths and to improve the overall public health standard across the world, there must be a good balance of economic pragmatism with moral responsibility. The Federal Republic of Germany is prepared to play a central role together with the other developed countries, through the WHO, to aid the developing countries.

Looking forward towards a constructive and responsible resolution.
